Minnesota Gov. Mark Dayton suggests that 13,250 people remain on the job in a government shutdown, out of nearly 40,000 state employees.
Here is a summary of what Dayton suggests remain open if there is no state budget agreement by July 1 and there is a government shutdown:
Administration Department (137 workers would remain): Manage emergency and critical purchases and contracts, emergency repairs, deliver mail, maintain buildings, pick up garbage, maintain grounds at reduced frequency,
Corrections Department (3,601 workers): Provide basic security and provide some community supervision.
Commerce Department (16 workers): Insurance fraud prevention and utility rate processing.
Department of Employment and Economic Development (696 workers): Unemployment Insurance operations, disability determination services claims,
Dentistry Board (6.5 workers): Health Professional Services Program.
Education Department (Six workers): Maltreatment of minors reporting.
Governor’s office (21 workers): Public information, emergency management, executive order and extradition processing, budget work, governor’s residence.
Health Department (189 workers): Newborn screening, vaccine distribution, core public health laboratory capacity, respond to public health emergencies, health and safety inspections of health care facilities, food inspection, drinking water supply protection, issuance of birth and death certificates, Women, Infants, and Children Program.
Housing Finance Agency (160 workers): Multi-family asset management, homeownership first mortgage lending, foreclosure remediation, essential financial management activities, minimal support of housing assistance programs, disaster remediation for recently declared presidentially established disaster areas.
Department of Human Services (5,165 workers): Minnesota Sex Offender Program, health-care programs for poor, disabled and elderly, cash, food and health care assistance to recipients eligible as of June 30, critical child support payment services, support for county child protection workers, pharmacy payments, authorize oxygen tanks and methadone for patients, authorize do not resuscitate for people under state guardianship.
Judicial Branch (No number of workers available): Continue operations.
Labor and Industry Department (32 workers): Construction industry inspection, workers’ compensation claims and benefits activities, OSHA compliance for high-risk activities.
Military Affairs Department (150 workers): Duluth and Minneapolis airbase security, military training and operations at Camp Ripley, security for military arms and equipment statewide, National Guard public safety programs.
Minnesota Management and Budget (183 workers): Employee insurance administration, human resources support, accounting support, treasury critical services, budget support,
Minnesota Zoo (150 workers): Staffing sufficient to keep animals, exhibits and property safe, secure and healthy.
Department of Natural Resources (220 workers): Conservation law enforcement, water treatment, bison herd care, hatchery and tree nursery maintenance, Soudan mine maintenance, pathology lab testing, dam safety, dike control structure management.
Office of Enterprise Technology (95 workers): Critical infrastructure support.
Ombudsman for Mental Health and Developmental Disabilities (16 workers): Assess complaints of abuse and neglect of vulnerable populations in residential settings, respond to highest priority death and serious injury cases.
Office of Higher Education (Two workers): SELF Loan Program administration.
Perpich Center for Arts Education (Three workers): Building and grounds security and maintenance.
Pollution Control Agency (13 workers.): Petroleum remediation at four sites, air quality index monitoring, biowatch monitoring services, four closed landfill sites, seven superfund sites, emergency response.
Public Safety Department (1,031 workers): State Patrol, Capitol complex security, Bureau of Criminal Apprehension labs, homeland security and emergency communications, Office of Justice.
Public Utilities Commission (three workers): Limited utility rate case processing.
Revenue Department (43 workers): Processing and making deposit, minimal legal and tax research support for governor and legislature.
Sentencing Guidelines Commission (one worker): Review criminal sentencing worksheets, apply sentencing guidelines in specific cases.
State Academies (110 workers): Building and grounds security, summer program at State Academies for the Deaf and State Academies for the Blind.
Transportation (217 workers): Emergency highway repair, aeronautic navigation, emergency communication networks, truck permitting.
Veterans Affairs Department (980 workers): Veteransâ€™ homes operations, critical assistance programs for veterans, limited veterans claims services, State Veterans Cemetery.
Also in the governorâ€™s recommendation is that Minnesota Management and Budget would have personnel in place to process financial needs for the Minnesota State Colleges and Universities system, keeping the schools open.
The Agriculture Department and other agriculture programs already have been funded and, like MnSCU, only requires MMB financial support to remain in operation. The department provides food inspections.
